You may not receive the kind of dramatic “Your account has been suspended” message that immediately demands your attention. Instead, one important offer can be quietly deactivated while your other listings continue selling. Your account health dashboard may look normal, yet your revenue begins to decline.
Since August 31, 2026, Amazon has shifted certain FBM performance enforcement to the offer level. Instead of placing the entire account at risk when a seller-fulfilled offer fails performance requirements, Amazon can deactivate the individual offer connected to the problem.
At first glance, this sounds like good news. It can protect the rest of your catalogue from an account-wide suspension.
But there is a serious downside: you can lose a profitable listing without realizing it quickly enough to protect your sales.

Under the new approach, Amazon may evaluate certain performance failures at the individual FBM offer level.
The affected metrics include:
- Cancellation Rate
- Late Shipment Rate
- Order Defect Rate
- On-Time Delivery Rate
If one offer creates a serious performance concern, Amazon may temporarily deactivate that offer while leaving your other listings and overall account health untouched.
That sounds safer. In one sense, it is.
You may no longer lose your entire catalogue because of one underperforming FBM listing. However, the risk has not disappeared. It has moved down to the SKU and offer level.
That distinction is crucial to understand.
A seller with 300 listings may barely notice one deactivation at first. A seller whose business depends on three high-volume products may experience an immediate revenue crisis. The account remains active, but the product that generates the most sales is no longer available to customers.
Amazon has reportedly indicated that sellers will receive a warning email before an offer is deactivated. The affected offer should also appear in the Account Health dashboard under Other Policy Violations, along with instructions for reactivation. However, this is not the same as receiving a highly visible account suspension notice.
Most sellers monitor account health: not individual offer health. That is the mistake.
2. The Biggest Mistake: Assuming a Healthy Account Means Every Offer Is Safe
Many sellers check their Account Health Rating, see no account-wide warning, and assume everything is operating normally.
That assumption can be costly.
Offer-level enforcement means your account may remain healthy while individual listings are already showing warning signs. Your total sales may decline gradually. Advertising performance may change. A best-selling ASIN may stop converting because the offer is no longer active. If you only review account-level information, you may mistake the problem for weak demand, increased competition, or a listing issue.
The real problem may be that Amazon has removed your offer from sale.

The danger is especially high when:
- Your sales are concentrated in a small number of products
- You rely on FBM for products with narrow delivery windows
- Your warehouse uses inconsistent handling times
- Your carrier regularly misses collection or delivery expectations
- You have several sellers or locations fulfilling the same catalogue
- You do not review performance by SKU or offer
- Your advertising campaigns depend on one primary FBM offer
Amazon’s official policy updates also emphasize the importance of accurate handling times for seller-fulfilled SKUs. A mismatch between the handling time you promise and the time you actually need can contribute to late shipment problems.
The details matter. A single metric failure rarely exists in isolation.
3. The Four Performance Problems That Can Put an FBM Offer at Risk
1. Cancellation Rate
Seller-initiated cancellations may result from inventory inaccuracies, supplier delays, overselling, or warehouse errors.
A product can appear available on Amazon while your actual stock is missing, damaged, or allocated to another sales channel. When the order is cancelled, the customer experience suffers: and the offer’s performance data suffers with it.
2. Late Shipment Rate
Late shipment problems often begin with an unrealistic handling-time setting.
You may believe your team can ship an order within two business days, but if orders are received after a daily cutoff, weekends are handled differently, or carrier pickups are inconsistent, your actual performance may tell another story.
Amazon does not evaluate your intentions. It evaluates the order record.
3. Order Defect Rate
Order Defect Rate can be affected by negative feedback, A-to-Z Guarantee claims, and payment disputes. Even a small number of problems can become significant when an offer has limited order volume.
This is where many sellers become frustrated. They see one customer complaint as an isolated incident. Amazon may see it as evidence that the offer is not consistently meeting customer expectations.
4. On-Time Delivery Rate
A shipment can leave your warehouse on time and still arrive late. Carrier delays, incorrect delivery promises, service-area limitations, and poor shipping-template settings can all affect the customer’s experience.
That does not mean every late delivery is your fault. It does mean you need to understand how Amazon attributes the event to the offer.
The platform may identify the offer as the enforcement target even when the root cause involves your warehouse, carrier, inventory system, or fulfilment partner.
That is why simply reactivating the listing without fixing the underlying process is a recipe for repeated deactivation.
4. A Deactivated Offer Requires Diagnosis: not Just a Quick Appeal
When sellers see a listing deactivated, the natural reaction is to submit an appeal immediately.
I understand why. Every hour offline can mean lost sales, wasted advertising spend, and reduced ranking momentum.
But an unsupported appeal may make the situation worse.
An effective Amazon seller performance appeal must address the specific offer, the specific performance metric, and the reason the failure occurred. A generic statement such as “We will improve our shipping process” usually does not provide enough confidence.
Amazon wants to see that you understand:
- What caused the cancellation, late shipment, defect, or delivery failure
- Why the issue affected that particular offer
- Which operational weakness allowed it to happen
- What corrective action has already been taken
- How you will monitor the offer going forward
- Why the same problem is unlikely to happen again
This is also where an Amazon Plan of Action may be appropriate, depending on the nature of the enforcement and Amazon’s response requirements.
The important point is that the appeal should be based on evidence: not emotion.
That evidence may include order records, carrier information, inventory reconciliation, handling-time data, customer communication, warehouse procedures, and proof that corrective measures are already active.
Fear not, though! A deactivated offer is not necessarily gone permanently. But the quality of your diagnosis and response can determine how quickly Amazon restores it.
5. The Root Cause Often Exists Outside Seller Central
A common mistake is treating Amazon Seller Central as the entire problem.
It is only where the problem becomes visible.
The underlying cause may be in your:
- Inventory management system
- Warehouse receiving process
- Pick-and-pack workflow
- Shipping carrier schedule
- Product handling-time settings
- Customer service process
- Return and refund procedures
- Third-party logistics provider
- Integration between your store and Amazon

For example, I may find that a seller’s late shipments are not caused by slow warehouse staff. They may be caused by orders entering the system after the seller’s stated cutoff time. Another seller may have sufficient inventory but inaccurate stock synchronization, leading to cancellations when orders arrive from multiple channels.
These are not problems that disappear because you submit another appeal.
The listing is where Amazon applies the action. The process is often where the problem begins.

The most dangerous scenario is not always a red account warning. Sometimes it is a gradual sales decline that you do not connect to a deactivated offer until several days have passed.

Amazon reinstatements and offer reactivations are not about sending more messages. They are about identifying the correct issue and presenting the right evidence in a way Amazon can evaluate.
Amazon’s policy change has made one thing clear: your entire account may remain open while your most important offer is at risk.
